SACO, MAINE
DECEMBER 30, 2003

INSTRUCTIONS TO VOTERS
A. TO VOTE, completely fill in the OVAL to the LEFT of your choice like this: •

QUESTION
"Do you approve of the operation of slot machines at a commercial harness racing track to be located in Saco, with the following conditions?

1. That the applicant will relocate Scarborough Downs to Saco and build in Saco a new commercial harness racing track that will contain no more than 1500 slot machines;

2. That 50% of Saco's revenue from the slot machines will be used to lower Saco's property tax rate, provided that no state wide tax cap is enacted;
3. That the applicant will solely pay for all traffic improvements and traffic control devices required by the City of Saco;

4. That the applicant will solely pay all of the estimated cost of $4 million to provide public sewer to the site;

5. That the applicant will adequately fund an effective program to reduce problem gambling, and recognize and counsel problem gamblers;

6. That the location of the project will be limited to an area within 1 mile of the Scarborough line in the northern Route 1 corridor, and southeast of the Maine Turnpike;

7. That a Host City Agreement defining the harness race track's financial and other benefits to the City will be submitted to voters after it is conditionally approved by the City Council. No building permits will be issued until the Host City Agreement is approved by voters."
