Phases of emergency management

There are 4 phases of Emergency management:

MITIGATION Mitigation is the most important phase in developing a disaster-resistant community. It requires a cooperative effort by all citizens to prevent disasters and emergencies using preparation and education.

PREPAREDNESS
Preparedness is the measure taken in preparation of a disaster or emergency. All citizens should learn what to do in the event of an emergency. This includes how to take the necessary precautions to protect yourself, your family and property. Disaster can strike quickly and without warning, requiring you to evacuate your home or business — or in some cases remain in those buildings. Prepare in advance by learning what potential hazards may effect your community and how to deal with these hazards.

RESPONSE This is the activities that are taken during and immediately following a disaster. In the City of Saco, the police and fire departments are the lead agencies for handling day-to-day emergencies. However in disaster or large scale emergencies, the Saco Office of Emergency Management assumes the leadership role and coordinates efforts between local, county, state and federal agencies.

RECOVERY
Recovery is the activity or phase that involves restoring all systems to normal. Short-term recovery involves returning vital life support systems to minimum operating standards. Long-term recovery may take years and could involve total redevelopment. Recovery requires a unified commitment between many agencies. You are the main component in its success.
