January 22, 2002

E. Approval of CLD Engineering Services Proposal

The temporary bracing for the subject project has been completed allowing reopening of the closed lane due to structure deficiency. As discussed this will be a temporary measure, and further permanent restoration should be pursued to ensure long-term integrity of the structure.

CLD has prepared a proposal for services to investigate permanent repairs and restoration of the stone arch and an evaluation of an alternative design. We will continue to work with the City to search for funding avenues and provide technical support for any necessary applications or requests. Upon approval of the proposal for design services, CLD will begin work immediately. The cost of the preliminary engineering for this project is reported to be $35,723, of which funding would come from the MDOT Grant Match Fund. Presently there is $100,000 available in the MDOT Grant Match Fund. The cost for the final engineering is estimated to be $40,000, and the estimate for construction of the project is estimated to be at $500,000. Council reviewed the proposal at its January 14, 2002 workshop.

Councilor Tripp moved, Councilor Grossman seconded, to approve the design services as presented by CLD Engineering for the replacement or permanent repairs to Stackpole Creek Bridge to be funded from the MDOT Grant Match Fund. The motion passed with six (6) yeas.

AGENDA ITEM: Approval of Stackpole Creek Bridge Bracing Specifications

COUNCIL RESOURCE: Councilor James Molleur

BACKGROUND: At council's August 27, 2001 workshop, CLD Engineering presented an overview of the condition of the Stackpole Creek Bridge. The conditions are severe enough warranting immediate engineering design for temporary bracing and design for construction. Temporary bracing is to allow traffic to travel across the bridge during the winter months and the final reconstruction/repairs will occur in the spring of 2002.

CLD Engineering is presenting to council the bracing specifications and conditions to allow for immediate solicitation of bids. Work must be completed before the end of November as it will require working with and around water conditions too extreme for contractor/employees.

A. Award Stackpole Creek Bridge Bids Councilor Johnston moved, Councilor Molleur seconded, to accept the bid submitted by A&V Construction for temporary bracing and partial grouting in the amount of $24,000 to be charged to Contingency Account #1200-0400. The motion passed with six (6) yeas.
