This is the October 12, 2001 memorandum from CLD Consulting Engineers regarding repairs to the Simpson Road Bridge over Stackpole Creek

We will be presenting our status to date on the subject project at the City Council meeting on October 15, 2001. As you know, we completed an initial inspection and rating of the bridge and presented that information to the City Council on August 27, 2001, where we received authorization to proceed with temporary bracing design to allow for opening of the closed lane for winter conditions.
TEMPORARY BRACING
We have completed design and detailing of the temporary bracing. We are anticipating the construction cost to be in the range of $40,000 - $50,000. At the Council meeting on October 15th, we will need authorization to proceed with an abbreviated bid process. Subsequent to authorization, we will forward packages to four or five qualified contractors to receive bids for the project by October 22nd. We would present these at the Council workshop that day and then award the contract that week. We anticipate that the contractor would be completing the construction work between November 1st and Thanksgiving.

FUNDING
We have met with representatives from FEMA, MDOT and Maine Historic Preservation Commission (MHPC) to research avenues for funding not only the bracing design, but also the overall project iteslf. We will continue to work in concert with you to investigate all possible sources for funding the project.

BRIDGE RECONSTRUCTION
Once the bracing has been completed, we will prepare a proposal for preliminary design investigations for a long-term solution at the project site. We envision this will entail work through the winter, and after approval of a recommended alternative, we would proceed with final design and construction plans in the spring. It is anticipated the construction would be completed by the late fall of 2002.

We look forward to meeting with the council on the 15th to discuss this exciting project in more detail.
