Shoreline commission
The Saco Shoreline Commission exists for the general purpose of studying the continuing effects of erosion on Saco's shorefront, as well as evaluating public usage of the beaches and other public infrastructure within a coastal zone under the jurisdiction of the City of Saco and advising the City Council on policy matters relating to coastal erosion and use.
They review and advise the city on issues relating to the Saco shoreline, including but not limited to maintenance and the care of city-owned waterfront facilities. In addition, the Commission advises on all dredging issues related to the mouth of the Saco River. They also participate in planning efforts and review plans affecting the shoreline as required by city, state or federal rules or regulations.
The Commission also makes recommendations to the City Council regarding the implementation or amendment of the Camp Ellis Beach Erosion Study Committee Report of October 1997. They also participate in local, regional or state coastal planning efforts.
The Commission regularly informs the City Council and other boards, committees, commissions or officials of the city, as is appropriate, of its activities.
We were tasked, as an ADHOC commission by Mayor Mark Johnston in 1996 to evaluate all possible solutions to solving the ongoing erosion issue. A Commission was formed in 1998 after a lengthy discussion and after determining the ongoing issues of what might resolve it. In 2002, the Commission then submitted a plan for a regional approach to include all parties of interest such as the Maine DEP, Maine Geological, Home owners, City officials, etc. This is the Regional commission that both City Administrator Rick Michaud, and Rick Milliard represent our and Saco's interest. Over time we ruled out buy out and several modifications for lack of science of financial benefits. We believe that the Army Corp, working with the best science they have now in conjunction with Wood's Hole Group in Mass. have come to some better modeling capabilities and a better approach. Currently the Commission and the Army Corp of Engineers, have been gathering information from the boring company that came to do samples of the core in the bay. During a storm a couple of months ago, a barge rolled over and the sampling was delayed. It was quite an ordeal getting the barge out of this area. They used a very large crane, placed at the end of Pearl Avenue and lifted it out over the houses. The samples were being taken for a better understanding of what type of material the Army Corp would be placing the rock onto. It was decided by the Army Corp that four structures off shore in certain locations would be the best solution to mitigate the Camp Ellis Erosion issue.
The Shoreline Commission currently consists of seven members as follows: Chairman Sandra Bastille, Vice-Chairman Dean Coniaris, Secretary Peter Marks, Paul Descoteau, Gilles Lauzon, Richard Milliard, and Roch Rodrigue.
