Significant Accomplishments of Fiscal Year 2009-2010
- No increase in the general fund expenditures for the 2nd year. Used undesignated fund balance to stabilize property taxes.
- The 4th Public Opinion Survey was completed.
- Waste Water Treatment Plant has completed 68.9% of the $4.2 million project.
- The City's Distinguished Budget Presentation completed on time
- Obligation Bond that provides funds to pave 20 miles of the City's total 121 miles of roads.
- Downtown development plan completed.
- Riverwalk Trail completed.
- The Saco section of the Eastern Trail Management District is out to bid.
- A new blight removal program institutionalized by Codes in FY09 in order to address neighborhood stability and housing safety.
- Implemented Holiday music on Main Street.
- Traffic Signal equipment upgrade to adequately allow for flow of traffic within the City.
- New TIF district for IMAX project.
- Housing Plan completed and adopted by Council.
- Sixth consecutive year of receiving the AGA award for Performance Measurement Reporting.
- Minimal inquires in Assessing about valuations despite ongoing housing market instability.
- A complete rewrite of the Saco Bay Marina Code by the Planning & Development Department.
- Average wait times to vote in the major presidential election Nov. '08 of under 7 minutes.
- Stable sewer user fees and national recognition for facility safety at the Wastewater Treatment Plant.
- The completion and official opening of the new Parks & Recreation department's Saco Community Center in a renovated armory building.
- Emergency services response times of under 5 minutes in 60% of incidents.
- Fire Station Bond ($5.9 million) was approved 2,864 yes and 503 no. Ground breaking on June 10, 2010.
- Road Bond ($2.3 million) was approved 4,800 yes and 1,960 no.
- Average police response times of 3.56 minutes to domestic disturbance issues.
- Human Resources report 8 years of low reportable injuries.
- Bond Rating was upgraded by Moody's from A1 to Aa2.
